PEF President Wayne Spence released the following statement to all members of the Professional, Scientific, and Technical unit on June 6, 2026:
The PEF Contract Team presented to the PEF Executive Board a conceptual agreement for a new five-year PS&T contract at its June 5, 2026, meeting. This agreement was reached late at night on the last day of the State Legislative session after very hard and tense negotiations.
This tentative conceptual agreement must now be rendered in fully written contract language. Our lawyers are engaged in that process. The tentative agreement must then be approved by the PEF Executive Board before it can go out for a membership vote. The members, of course, always have the final say.
The tentative agreement provides for raises of 4.5%, 4%, 3.5%, 3% and 3% each year of the agreement. It also establishes a new PEF Employee Benefit Fund to administer a new dental plan, something PEF has fought for since 2015 and that brings us in line with CSEA and UUP.
There are other gains and changes in the tentative conceptual agreement. You will have a chance to review the entire proposal after it has been fully drafted if the Executive Board approves moving the process to a membership vote.
The across-the-board raises, along with the new dental plan and additional economic benefits, are valued at more than 4 billion additional dollars. The State Legislature approved a pay bill allocating that money right before the end of their session. It would be funded should the agreement be ratified by the members.
The PEF Executive Board will convene again on June 11 to vote on whether to move the tentative agreement to members for ratification.
