{"id":5115,"date":"2022-05-11T09:32:27","date_gmt":"2022-05-11T13:32:27","guid":{"rendered":"https:\/\/www.pef.org\/?p=5115"},"modified":"2022-05-17T11:52:13","modified_gmt":"2022-05-17T15:52:13","slug":"legislators-support-pef-nurses-call-to-boost-pay-staffing","status":"publish","type":"post","link":"https:\/\/www.pef.org\/articles\/news\/legislators-support-pef-nurses-call-to-boost-pay-staffing\/","title":{"rendered":"Legislators support PEF nurses\u2019 call to boost pay, staffing"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5120\" src=\"https:\/\/www.pef.org\/wp-content\/uploads\/2022\/05\/NurseDay-Post-Header.jpg\" alt=\"Nurses Day\" width=\"1200\" height=\"184\" srcset=\"https:\/\/www.pef.org\/wp-content\/uploads\/2022\/05\/NurseDay-Post-Header.jpg 1200w, https:\/\/www.pef.org\/wp-content\/uploads\/2022\/05\/NurseDay-Post-Header-300x46.jpg 300w, https:\/\/www.pef.org\/wp-content\/uploads\/2022\/05\/NurseDay-Post-Header-1024x157.jpg 1024w, https:\/\/www.pef.org\/wp-content\/uploads\/2022\/05\/NurseDay-Post-Header-768x118.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<p>The state Legislature was in session Tuesday, May 10, but at least 16 lawmakers ducked out of meetings at lunchtime to join PEF nurses at a press conference outside the Capitol.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-5119 alignright\" src=\"https:\/\/www.pef.org\/wp-content\/uploads\/2022\/05\/NurseDay-Post-Feature.jpg\" alt=\"\" width=\"419\" height=\"285\" srcset=\"https:\/\/www.pef.org\/wp-content\/uploads\/2022\/05\/NurseDay-Post-Feature.jpg 640w, https:\/\/www.pef.org\/wp-content\/uploads\/2022\/05\/NurseDay-Post-Feature-300x204.jpg 300w\" sizes=\"auto, (max-width: 419px) 100vw, 419px\" \/>\u201cOur nurses made a strong case for better staffing and better pay to meet a nursing shortage in state health care facilities that has reached crisis proportions,\u201d said PEF President Wayne Spence.\u00a0 \u201cIt was gratifying to see so many state legislators make the time to join us and pledge their support.\u00a0 We profoundly hope it will yield real legislation to address these issues and that the governor will sign those bills.\u201d<\/p>\n<p>Just a few weeks are left in this legislative session, which is scheduled to end in mid-June.\u00a0 That\u2019s why PEF brought this issue to the Capitol during National Nurses Week, which was May 6-12, 2022.<\/p>\n<p>The biggest problem state nurses face is the staffing shortage and the pressure it puts on them to work mandatory overtime.\u00a0 A major reason for the lack of nurses is the poor pay they receive from the state, which hinders both recruitment and retention. Daily, nurses employed by New York State work alongside private agency, or \u201ctraveling nurses,\u201d but their pay is vastly different.<\/p>\n<p>\u201cTraveling nurses earn tens of thousands of dollars more than state nurses they are hired to assist because of short staffing,\u201d Spence said. \u201cHow is that fair? I\u2019ve heard from PEF nurses who have received job offers from nursing agencies willing to pay them six figures a year to be a traveling nurse.\u201d<\/p>\n<p>John Taverne, a nurse at Mohawk Correctional Facility in Rome, N.Y., said it puts a lot of stress on state nurses with decades of service to learn that traveling nurses with only a few years on the job may earn just as much money as they are.<\/p>\n<p>State Assembly Health Committee Chair Richard Gottfried said he was shocked to find that the law he helped pass barring mandatory overtime for state nurses in non-emergency situations has had little effect. \u201cThe complaints of violations are coming from the nurses who work for the government!\u201d Gottfried said.\u00a0 \u201cThat is unacceptable.\u00a0 This is a crisis and the time to act is now!\u201d<\/p>\n<p>State Assembly Labor Committee Chair Latoya Joyner said she has already taken action.\u00a0 She has a bill in the Assembly now &#8212; S.8063\/A.8874 \u2013 that would limit the state\u2019s ability to mandate nurses to work \u201cemergency\u201d overtime.\u00a0 That bill was introduced in the state Senate by Jessica Ramos, who chairs the Labor Committee in that chamber.<\/p>\n<p>State Sen. Robert Jackson, a former PEF member and former PEF staff member, and Assembly Mental Health Committee Chair Aileen Gunther have also introduced bill S.01997-A\/A.286, which adds penalties for employers who mandate overtime in violation of the existing law that Gottfried referenced.<\/p>\n<p>\u201cNurses are the backbone of our health care system, but they are tired!\u201d Jackson declared at the press conference.\u00a0 \u201cThe state\u2019s non-competitive salaries for nurses are a reason why we have a recruitment problem and why the nurses we do have are mandated to work extra shifts.\u00a0 We should never be at a point where nurses are mandated to work overtime.\u00a0 Enough is enough!\u201d<\/p>\n<p>Mandatory overtime is a major factor when it comes to nurses burning out and leaving the profession. PEF applauds SUNY for announcing an additional investment of $3.2 million at its statewide campuses, which they estimate will create 1,500 nursing spots. (<a href=\"https:\/\/spectrumlocalnews.com\/nys\/central-ny\/news\/2022\/05\/12\/suny-colleges-invest--3-2-million-to-recruit-more-nurses-\">Read the full story here.<\/a>) But even that is just a drop in the bucket when it comes to the number of nurses needed to care for New Yorkers during the current pandemic and any future health crises. Gov.
