June 22, 2026 —<\/em> Region 7 offered three scholarships this year to dependents of Region 7 members. <\/span>\u00a0<\/span><\/p>\n

Traditionally,\u00a0the Region\u00a0only offers\u00a0two\u00a0scholarships,\u00a0honoring Paul Normandeau and\u00a0Ellen Mainville, who both\u00a0lost their lives to COVID.\u00a0This year,\u00a0Region 7\u00a0offered\u00a0a\u00a0third scholarship in honor of William \u201cBill\u201d Crotty, who\u00a0served as the Regional Coordinator for\u00a0more than\u00a020 years; sat\u00a0on the Statewide Political Action Committee; and\u00a0was a strong supporter of labor, often attending rallies in Albany, New York City and Washington, D.C.\u00a0<\/span>\u00a0<\/span><\/p>\n

Crotty\u00a0held\u00a0various positions and committee appointments during his career\u00a0and\u00a0was passionate about helping PEF members,\u00a0especially Retirees,\u00a0in his later years. After his retirement,\u00a0he became the Chapter 7 Retiree President in 2010 until his passing. He was the resident historian for PEF\u00a0Retirees and shared his knowledge\u00a0regarding\u00a0all things PEF including information about past caucuses,\u00a0presidents\u00a0and contract battles.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cHe will be remembered for his wit, knowledge, passion and dedication,\u201d said Region 7 Coordinator Barb Stransky. \u201cBill fought long and hard against cancer.\u00a0To honor Bill\u2019s passing, the scholarship committed decided to offer a third scholarship for dependents\u00a0who\u00a0are pursuing their education in the medical field.\u201d<\/span>\u00a0<\/span><\/p>\n

Paul R. Normandeau Memorial Scholarship<\/span><\/b>\u00a0<\/span><\/p>\n

This scholarship was created in memory of Region 7 member Paul R. Normandeau, who worked for the New York State Department of Transportation. Normandeau loved boating, woodworking, carpentry, and excavation work.<\/span><\/p>\n

This year\u2019s winner is Tanner Jay, who is continuing his education at SUNY Canton, where he will be majoring in Mechanical Engineering.\u00a0Tanner\u2019s father,\u00a0Jeffery Jay, is a Maintenance Supervisor 3\u00a0at SUNY Canton.\u00a0<\/span>\u00a0<\/span><\/p>\n

Ellen L. Mainville Memorial Scholarship<\/span><\/b>\u00a0<\/span><\/p>\n

This scholarship was created\u00a0in memory of\u00a0Region\u00a07 member Ellen L. Mainville, who\u00a0was employed by the Department of Corrections as a teacher at\u00a0Barehill\u00a0Correctional Facility. She was also a published writer, poet, artist, and was an active leader at the New Covenant church in Malone.<\/span>\u00a0<\/span><\/p>\n

Region 7 Coordinator Barb Stransky, Braden Nephew, Kaley Passno Nephew and Region 7 Scholarship Chair Carly Gagnon.<\/figcaption><\/figure>\n

This year\u2019s winner is Braden Nephew, who is continuing his education at Florida\u00a0State\u00a0University\u00a0studying\u00a0Finance and Accounting.\u00a0Braden volunteered at the Plattsburgh Interfaith Food Shelf\u00a0and was active in his school\u2019s newspaper. Braden\u2019s mother is Kaley Nephew, who works as a Speech Language Pathologist\u00a0at OPWDD-Sunmount.\u00a0<\/span>\u00a0<\/span><\/p>\n

Bill Crotty Memorial Scholarship<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n

This scholarship honors\u00a0PEF Region 7 member William \u201cBill\u201d Crotty.<\/span>\u00a0<\/span><\/p>\n

This year\u2019s winner is Rory Lawrence, who\u00a0plans\u00a0on attending\u00a0Clarkson University in the fall. <\/span><\/p>\n

S<\/span>he will be double majoring in Psychology and Health Sciences.\u00a0Rory\u2019s mother is Desirae Goodspeed, a\u00a0teacher at Franklin Correctional Facility.<\/span><\/p>\n
