Some of the economic benefits negotiated by your Contract Team will be paid this spring.<\/p>\n<p>The Office of the State Comptroller released payroll dates for performance advances, longevity lump sum payments, and longevity service payments, as well as the recently extended Higher Education Differential (HED).<\/p>\n<p><strong>Performance Advances (Increments)<\/strong><\/p>\n<ul>\n<li>Administration 1 Lag: Effective date March 26, 2026, check date April 22, 2026.<\/li>\n<li>Institution 1 Lag: Effective date April 2, 2026, check date April 30, 2026.<\/li>\n<\/ul>\n<p>(<a href=\"https:\/\/www.osc.ny.gov\/state-agencies\/payroll-bulletins\/state-agencies\/2428-april-2026-public-employees-federation-pef-performance-advances\">Payroll bulletin<\/a>)<\/p>\n<p><strong>Longevity Lump Sum Payment<\/strong><\/p>\n<ul>\n<li>Administration 1 Lag: Eligibility date March 31, 2026, effective date April 1, 2026, check date April 22, 2026.<\/li>\n<li>Institution 26 Lag: Eligibility date March 31, 2026, effective date April 1, 2026, check date April 16, 2026.<\/li>\n<\/ul>\n<p>The longevity lump sum payment is currently for employees who had 5, 10, 15, or more years of continuous service at job rate in state fiscal year 2024-25, and who did not qualify for the longevity service payment, or they qualify for a larger lump sum payment than a longevity service payment. (<a href=\"https:\/\/www.osc.ny.gov\/state-agencies\/payroll-bulletins\/state-agencies\/2422-april-2026-public-employees-federation-pef-longevity-lump-sum-lls\">Payroll bulletin<\/a>)<\/p>\n<p><strong>Longevity Service Payment<\/strong><\/p>\n<ul>\n<li>Administration 1 Lag: Eligibility date March 31, 2026, effective date April 1, 2026, check date April 22, 2026.<\/li>\n<li>Institution 26 Lag: Eligibility date March 31, 2026, effective date April 1, 2026, check date April 16, 2026.<\/li>\n<\/ul>\n<p>The longevity service payment is the contractual payment for eligible employees who have 12, 17, 22 or more years of qualifying service in the Executive Branch of state government as of March 31, 2026. (<a href=\"https:\/\/www.osc.ny.gov\/state-agencies\/payroll-bulletins\/state-agencies\/2423-april-2026-civil-service-employees-association-csea-public-employees\">Payroll bulletin<\/a>)<\/p>\n<p><strong>Higher Education Differential (HED)<\/strong><\/p>\n<p>For those employees who have previously received the HED, payments will begin as soon as the following dates, but because each agency must submit information to the Comptroller\u2019s Office regarding individual eligibility, there may be some variation in check dates. (<a href=\"https:\/\/www.osc.ny.gov\/state-agencies\/payroll-bulletins\/state-agencies\/2430-public-employees-federation-pef-fy-2026-2027-higher-education\">Payroll bulletin<\/a>)<\/p>\n<ul>\n<li>Administration 1 Lag: Effective date March 26, 2026, check date April 22, 2026.<\/li>\n<li>Institution 1 Lag: Effective date April 2, 2026, check date April 30, 2026.<\/li>\n<li>Institution 1 Extra Lag: Effective date March 26, 2026, check date April 30, 2026.<\/li>\n<li>Administration 1 Extra Lag: Effective date April 2, 2026, check date May 6, 2026.<\/li>\n<\/ul>\n<p>For those employees who are newly eligible for the HED payment, the following effective dates and check dates apply. These payments will take longer because of the required proof of eligibility.<\/p>\n<ul>\n<li>Administration 1 Lag: Effective date March 26, 2026, check date May 20, 2026.<\/li>\n<li>Institution 1 Lag: Effective date April 2, 2026, check date May 28, 2026.<\/li>\n<li>Institution 1 Extra Lag: Effective date March 26, 2026, check date May 28, 2026.<\/li>\n<li>Administration 1 Extra Lag: Effective date April 2, 2026, check date June 3, 2026.<\/li>\n<\/ul>\n<p>Also note, to be eligible employees must have been in a PEF unit position on the effective date; new employees, newly eligible and those whose proof is no longer current must submit new proof by May 1, 2026.<\/p>\n<p>A photocopy of a diploma, transcript indicating the conferral of a degree, or a current State Education Department professional license is sufficient proof. Degrees do not need to be from an \u201caccredited\u201d college or university.<\/p>\n<p>If members have any questions, they should reach out to the PEF Field Representative.
