CONTRACT '07 NEGOTIATIONS UPDATE
PEF's PS&T contract team continues to meet with negotiators from the Governor's Office of Employee Relations (GOER).
During the week ending June 22 negotiators discussed Contract Article 24 (Labor-Management) and the Hazardous Duty Pay program. There was also a presentation on the peculiar issues faced by doctors assigned to the highest grade represented by PEF.
PEF negotiators presented real life examples drawn from a dozen different agencies of overtime ineligible employees who are required to work and /or be on call beyond the normal work week and in return receive none or little compensation. In almost all cases where comp time was provided by an agency the banked time expired within a week or two of its having been earned.
The NYS
Division of Budget gave a power point presentation on the issue of employer
provided housing and formulas for calculating the 'rent'. PEF represents less
than 200 employees in state provided housing. NYSCOPBA represents the bulk of
the group - about 1000.
Next week the State will present additional information on its health insurance
proposals which at this writing are still conceptual and thus cloaked in
vagueness.
