The PEF team has been negotiating with management since
the collective bargaining agreement expired on June 30, 2003.
By the second bargaining session on August 1, 2003 the parties had reviewed each
others proposals, answered questions and agreed to ground rules for this round
of contract bargaining.
At the September 11 bargaining session, we reached a tentative agreement on E-Z
Pass tags for surviving spouses. PEF members will also be able to participate in
a direct deposit program and flexible spending account and college savings
program.
The Canal Corporation is trying to change contract provisions on health, dental,
and vision care. Management wants to reduce is contribution to Empire Plan
premiums. Currently the Canal Corporation pays 100% of Empire Plan premiums. It
proposes that the Canal Corporation pay 75% of the cost of individual enrollment
and 75% of the cost of dependent enrollment for Empire Plan enrollees.
Management has not yet discussed wage increases or longevity pay – i.e. monetary
awards for long-term service.

The PEF contract team exchanged proposals with the New
York State Canal Corporation at their first bargaining session on July 2. A
second day of bargaining is scheduled for August 1.
