It's official. The draft pay bill is out of DOB and is now being reviewed by the Governor's counsel's office and PEF. State representatives do not expect significant changes to be made at the Governor's counsel's office. This is the last step before introduction in the legislature.

Q. When will the new 2007 - 2011 contract become effective?

A. The 2007 - 2011 contract was recently overwhelmingly ratified by the PEF members. 

Many of the provisions of the new contract require implementation of legislation and accompanying appropriations.  A pay bill is being drafted and will be introduced in the legislature.  The pay bill is being worked on by both GOER and DOB at this writing, and PEF will have the opportunity to review it prior to its introduction.  When the paybill is passed and signed by the Governor, a schedule of payments will be set by the Office of the State Comptroller (OSC). 

Based on the experience of the Unions that settled before us, we expect the raises to be implemented in June, followed by various retroactive payments. OSC will determine whether retros are done in one or more checks.

Q. What is the status of labor - management discussions regarding our educational programs and possible retroactive reimbursements?

A. The Professional Development Committee met on April 15, 2008. The PEF and GOER committee members and staff fully discussed a number of tuition reimbursement options. The committee did not make a decision at the meeting and is deliberating with the intent of making a decision soon. When one is made the info will be posted on the PEF website.

We are working on a tuition reimbursement program going forward and a the retro-active program both of which were discussed at the meeting on April 15. You should continue to hold on to your receipts and course completion information.
