Training and Education
The PEF Training and Education Department is responsible for working with PEF’s elected leaders, members and staff to assess professional development needs and to make available opportunities and resources to enhance knowledge, skills and abilities around:
- Understanding and representing PEF member’s contractual and legal rights
- Leading and implementing the initiatives, policies and procedures adopted by the Union
- Advocating to protect and enhance members’ rights and benefits
- Enhancing job performance skills and career mobility; maintaining professional licensure and accreditation
Staff in PEF Training and Education partner with internal PEF resources, such as Field Services, Civil Service Enforcement and Contract Administration and with outside academic and topic area experts, including international unions and venders to develop and deliver training through conferences, classroom sessions, online and other media training modalities. The Department responds to requested training by designing programs tailored to the specific identified needs of the group or location to be trained. The training reflects real work life issues and scenarios experienced by PEF members on the job in New York State.
The Department also brokers educational opportunities available contractually through the various Articles and Agreements with the State of New York. Staff represent the Union’s training and educational needs at the Article 15 Professional Development Committee (PDC) meetings with the Governor’s Office of Employee Relations.
Providing supportive training and educational services to PEF membership, elected leaders, and staff is critical to developing and maintaining an informed, actively engaged Union that is both powerful and influential.

Health and Safety
Our comprehensive programs are designed to benefit PEF members in every agency. We provide information and technical assistance in a variety of ways. Programs include:
- On-site training, workshops and conferences, including Train- the- Trainer models of instruction to broaden our reach. We train on the topics that affect members the most, such as violence in the workplace, ergonomics, workplace stress, indoor air quality, worker’s compensation, chemical hazards and much more.
- Formation and support of workplace and agency joint health and safety committees.
- Technical assistance such as worksite inspections and policy review; workers’ compensation assistance; PESH enforcement; fact sheets; information on standards & regulations; and “Right to Know” information.
- Advocate for stronger health and safety regulations at the agency, state, and federal levels.
Training and Education and Health and Safety Staff:
has been with PEF since 1994 and is a Training Specialist. She has a B.S. in Elementary Education from Russell Sage College in Troy, NY. Recently Kim received a Master Trainer Certificate through the Rutgers School of Social Work. Kim has created and facilitated various training programs for the Training and Education Department, Health and Safety Department and the Organizing Department. Kim is also assigned to the Article 15 Professional Development Committee which reviews and provides programs to meet the professional development needs of the PEF membership.
began her career with PEF in 2005. Tammy received her B.S. in Education from the College of Saint Rose in Albany, New York. As a Training Specialist, Tammy creates engaging curriculum and training programs for PEF members from the beginning of the curriculum, conducts the training workshop itself, and then seeks feedback through the evaluation process. In addition to in person training, she creates online training programs, which can be found on the PEF website. Recently, Tammy earned a Master Trainer Certificate from the Rutgers School of Social Work and is certified to teach MBTI.
Health & Safety Specialists
has been with the PEF since 1993 as a Health and Safety Specialist. Prior to this, he was a Public Health Representative with the NYS Department of Health’s TB Control Bureau. He assists agency and local health and safety committees with identifying potential and existing occupational safety and health issues and providing recommendations for corrective actions. Shawn has a graduate degree in Environmental and Occupational Health Sciences from Hunter College.
has been with PEF since 1992 and is a Health & Safety Specialist. Geraldine is responsible for direct outreach to members, and agencies, on a variety of health and safety issues and provides training and education, research and development of effective safety and health policies and programs, and technical assistance on occupational health and safety issues. She assists injured workers with complicated worker’s compensation issues, and mentors new health and safety activists. Geraldine earned a B.S. in Psychology with a focus on Industrial/Organizational programs. A union advocate for many years, she has additional experience in labor/management, negotiations, grievance handling and political action.
