Former PEF trustee killed in traffic accident
PEF is mourning the loss of former trustee and Executive Board member William S. Kelsey, 74, who was struck and killed November 22 by a car on the Delaware Turnpike. in New Scotland. Kelsey’s own vehicle had just struck a deer and he had stopped and got out to inspect the damage when he was hit.
Kelsey served as a PEF trustee from 1991-1993. He worked more than 30 years for what was then the state Department of Social Services as a computer programmer/analyst. He later became a hearing officer for the state Workers’ Compensation Board, retiring in 2000.
His leadership and activism in PEF included six years on the Executive Board and service on the PEF Constitution and Bylaws Committee, which he chaired for three years.
A resident of Averill Park, Kelsey was active in his community and was a life member of the East Berne Fire Company. Kelsey is survived by his wife, Vicki, and their children.
