Item 1: Employee Development Update – OGS
Background: Tom Comanzo has raised the issue of not being copied on appropriate announcements from EDO, et.aI.
Summary of Discussions: Tom Comanzo would like access to OGS e-mail. He is not able to access OGS policies. Warren Lew stated that of 22 PEF officers, Comanzo is the only one who does not have access to their agency’s e-mail.
Agreements Reached/Next Steps: Jim Barron has confirmed that EDO is sending announcements to Comanzo. Dan Cunningham to look into it and contact Tom Comanzo. This item will be removed from the Agenda.
Item 2: Regional Meetings for Union Reps – OGS
Background: PEF requested that when Regional meetings occur that they be allowed to schedule a ‘ten minute break-out session” to address PEF employees.
Summary of Discussions: PEF access to Regional Meetings has been suspended indefinitely.
Agreements Reached/Next Steps: Discussion was held on February 9, 2007 with Jim Davies and Dan Cunningham. Jim Davies will advise PEF of upcoming meetings and PEF will be provided a “breakout session” at the end. This meeting was summarized in an e-mail to PEF on February 20, 2007.
Item 3: Starting Times for Field Staff -- PEF
Background: The Union would like clarification on when someone working in the field’s work day begins. Does it begin at the time they leave their home, or when they arrive at their worksite?
Summary of Discussions: Travel rules have been rewritten, and Mary Zaremba from Finance is reviewing. These rules will be for all OGS employees, not just D&C. Joe Laviano stated that this has been on the agenda for a long time and would like to have an answer, and that someone should have a policy set, either OGS or D&C. Tom Comanzo asked for a time frame.
Agreements Reached/Next Steps: Jim Barron will check on a time frame for a policy. Once a draft policy is proposed, Warren Lew asked if PEF could have the opportunity to review it.
Item 4: Self-Mediation – PEF
Background: The Union would like an update/introduction regarding the implementation of the Self-Mediation program.
Summary of Discussions: Joe Laviano has reviewed a draft of the mediation process. He has attended CSEA training and a Train theTrainer program. His major issue is that training needs to be done for employees to utilize this program. Joe Laviano raised the question of what is OGS’ position for any issues that are raised during self-mediation, Will employees be disciplined on issues that “come to the table” through mediation?
Agreements Reached/Next Steps: Jim Barron discussing Agenda for a sub-committee meeting with Tom Comanzo and Joe Laviano.
Item 5: Employee Organization Leave – OGS
Background: The Union has been advised that the use of EOL by all negotiating units is being reviewed, and has been provided with a copy of the revised EOL procedure and new form.
Summary of Discussion: Joe Laviano has some concerns with the procedures to obtain EOL approval. It is not always possible to obtain prior approval from a supervisor. The letter sent to him states that prior approval is needed. He would like these minutes to reflect that in the case where prior approval is not possible, that exceptions can be made.
Agreements Reached/Next Steps: Jim Barron will review the draft memo to be sent to supervisors and take into account PEF’s suggestion.
NEW Item: Paycheck Distribution – PEF
Background: PEF has expressed concern that employees’ paychecks may be stolen if they are mailed out to their home address.
Summary of Discussions: This procedure will only affect new hires, not current employees.
Agreements Reached/Next Steps: Jim Barron will confirm a projected start date. PEF to discuss issue with their membership.
NEW Item: Income Tax – PEF
Background: Union received a complaint from an employee who lives in Cambridge but work in Lower Hudson Valley. He is currently being made to pay income tax on his reimbursement for lodging.
Summary of Discussion: Joe Laviano stated that the employee has received paychecks for only $1.00 due to income tax.
Agreements Reached/Next Steps: Jim Barron has provided PEF with information regarding the IRS “one-year rule” and is following up on additional questions posed by Joe Laviano.
