The New York State Public Employees Federation, AFL-CIO, is seeking to fill the following positions:
The New York State Public Employees Federation, AFL-CIO, seeks a proven benefit professional with excellent management skills, the ability to establish and work in a team environment, a belief that values customer service and strong communication abilities to administer its Membership Benefits Fund, a public sector (non-ERISA) tax exempt Fund under section 501(c)(5) of the Internal Revenue Code. This position is a hands-on position with the primary executive responsibility to administer the Funds in accordance with the policies and procedures established by the Funds’ Trustees.
FUND ADMINISTRATOR
Albany, New York
Principal Duties:
· Manage the administrative offices of the trust
· Main point of contact for the Trust Fund for the Trustees and Advisors
· Coordinate and attend Fund meetings, prepare the agenda, reports regarding items of the agenda and assist in the preparation of the minutes
· Work closely with the Fund’s attorney, auditor, actuary consultants, and investment firms to maintain and develop the Funds’ programs, stability and proper management of assets
· Supervise a Marketing Executive and team, an Insurance Executive and team, a Finance Executive and team, two Computer Programmers, and an assistant
· Work in a team environment with the Fund’s managers and staff to maintain, enhance and market the Fund’s programs consistent with the decisions of the Trustees while maintaining proper management of assets including collections
· Coordinate the Fund’s overall compliance with applicable laws and regulations
· Oversee the preparation of benefit communications and notifications to plan participants
· Negotiate the terms of the contracts for benefits with vendors
· Prepare recommendations to Funds’ Trustees for new benefits and changes in existing benefits based the Trustees’ guidance on expansion, ongoing cost and data analysis, and operations of the Fund
· Supervise the design and evaluation of benefit programs
· Correspond with plan participants, vendors, advisors, the trustees and beneficiaries as necessary
Skills/Qualifications
· Minimum of 7-10 years of experience with benefit trust funds, or a Bachelor’s Degree in Finance, Business Administration, , Insurance or a related field and 3 – 6 years experience in a related field
· Experience interacting with collective bargaining parties
· Excellent oral and written communication skills
· Exceptional analytic and problem solving skills
· Ability to handle multiple and detailed tasks, prioritize, meet deadlines and work independently with minimal supervision
· An understanding of the ERISA regulatory environment a plus but not required
