Memo From Ken Ross - Executive Director/CEO

Dear NYSIF Employees,

First and foremost, the family of the NY State Insurance Fund prays for
all those who have been affected by the tragedy at the World Trade
Center.

On behalf of all employees of NYSIF, I have implemented an emergency
contingency plan to deal with all essential business operations.

The building at 199 Church Street is secure.  All employees were
evacuated.  Staff in Albany are in the process of contacting all NYC
employees to verify their well being.  All streets below 14th Street are
currently closed and we are awaiting clearance to reopen our Church
Street offices.

All senior management personnel have been contacted.  Also, the
following telephone numbers are available during this emergency period:

- existing NYC claims and policyholder inquiries are being re-directed
to our Binghamton office via
 (888) 875-5790.

- an emergency response number, (877) 467-3863, for claimants and
policyholders affected by the World Trade   Center disaster has been set
up.

- NYSIF is providing a toll-free number for our NYC employees to keep
them abreast of the situation at 199 Church Street. [ed:1-888-301-5220]

- outside inquiries regarding our response to the attack on the World

I appreciate all of your efforts during a very trying time.  Our NYSIF
family will rise to this occasion.  We will continue to operate and move
forward.  Our city, nation and NYSIF will prevail.
