Promotion

 
  • When an employee is promoted, their new salary is the greater of (a) the hiring rate of the salary grade of the new position or (b) a percentage increase based on the number of salary grades between the old and new positions.
     

  • Upon promotion, the employee has a new title appointment date.  They will be eligible for an increment (performance advance) on the April 1 or October 1 (or September 1 for Institution Teachers), following completion of a year of service in the new title.
     

  • Employees who would have been eligible for an increment had they remained in the lower title may be entitled to a recalculated promotion salary (called a promotion adjustment) when the increment otherwise would have been paid.  (Contact your agency payroll or personnel office for more information on this calculation).
     

  • In determining the promotion salary, "base salary" includes any longevity award paid in the 12 months prior to promotion.  This is called Longevity Award Portability.  Other special salary treatments (Differentials, Location Pay for example) are excluded from this calculation.
     

  • When an employee is promoted to a salary less than the job rate of the new salary grade, they lose their eligibility for Longevity Awards.  To regain eligibility, they will have to reach the job rate of the new salary grade and meet the 5 and 10 years of service requirement.

 

   
Promotion Salary Calculation

Employees receive the higher of the Promotion Salary or the Hiring Rate of the New Salary Grade at the time of promotion.

  • Promotion Salary is calculated pursuant to the Schedule in Article 7.9 of the PEF Contract.  The percentage reflects 1.5% for the promotion plus 1.5% for each increased salary grade.  For example the percentage increase for a two grade promotion would be 4.5% (1.5%  plus 3.0%)
     

  • Base Pay for calculation of promotion salary includes and longevity award received in the 12 months prior to promotion,

     
  • When an employee has prior service in a higher salary grade, or in a grade between their current and promotion position, the calculation of the promotion salary is much more complicated. (See the Examples form the OSC Salary Manual). Individuals in this situation should contact their payroll or personnel office for assistance.
