State Board of Elections
The enacted budget makes the following changes to the Executive Budget (analysis as of March 29, 2006, the appropriation for Elections is in A9555C/S6455C-- Transportation, Economic Development and Environmental Conservation, instead of the Public Protection, General Government bill):
- Eliminates a $10 million Special Revenue-Federal appropriation for Help America Vote Act (HAVA) implementation.
- Adds $5 million in an Aid to Localities General Fund appropriation to provide localities with funding to help meet HAVA’s poll site accessibility requirements.
The Senate and Assembly made the following changes to the Executive Budget (analysis as of March 16, 2006):
Assembly:
- Reduced the appropriation by $10 million in Special Revenue Federal funds for the Help America Vote Act (HAVA) program. The Assembly Budget Resolution indicates that this money would be reprogrammed to localities for services and expenses related to the implementation of the HAVA program.
The Executive Budget recommends (analysis as of January 25, 2006):
- An increase of 15 FTEs over the adjusted SFY 2005-06 3/31/06 level, 10 FTEs supported by the General Fund, 5 FTEs by Special Revenue-Federal funds. During SFY2005-06, 4 FTEs were switched from Federal to General fund support.
- A reduction on $16.5 million (-52.6%) in the All Funds appropriation, reflecting a reduction of $10 million in Federal Help America Vote (HAVA) funding, and a reduction of $7.6 million in the Special Revenue-Other Voting Machines Examination Account, offset by increases in Personal ($794,000) and Nonpersonal Services ($285,000).
- According to Assembly analysis, $200 million in Special Revenue Federal funds will be reappropriated to purchase new voting machines and implement HAVA activities (this appears in the Aid to Localities budget).
