Crime Victims Board

 

The enacted budget makes no changes to the State Operations portion of the Executive Budget (analysis as of March 29, 2006).

 

The Executive Budget recommends (analysis as of January 25, 2006):

·        An estimated 103 FTE positions by March 31,2007, the same level as SFY2005-06.  Six FTEs will be transferred from the Payment to Victims Program to the Administration Program (General Funds), the only program with State Operations appropriations.

·        An All-Funds appropriation of $7.1 million a 15.4% increase from SFY2005-06 All-Funds appropriation. 

·        A $950,000 increase in the Administration Program, composed of a $350,000 increase in personal service (12%) and a $575,000 increase in nonpersonal service (265%)

·        According to Assembly analysis, the increases in the CVB budget are to:

ü      support expedited claims processing ($570,000) and remove appropriation language allowing the CVB to retain a portion of Special Revenue Funds to support such processing;

ü      support the Business Process Improvement Project which seeks to facilitate the speedy processing of claims through automation ($300,000).

·        Article VII legislation will expand the criminal history search fees and allow the resulting increase in the Criminal Justice Improvement Account support various criminal justice programs (Aid to Localities) besides victims services.
