The Executive Budget recommends (analysis as of January 28, 2004):

A year end workforce of 135 FTEs, which represents a net increase of 4 FTEs from the adjusted 3/31/04 FTE level. All the position increases are in the Administration and Grants Management Program with 4 FTE positions cut from the General Fund and 8 FTE positions added to the Special Revenue Federal fund. However, the adjusted 2003-04 FTE level is 6 FTEs fewer than anticipated in the SFY2003-04 Executive Budget all in the in the Administration and Grants Management Program distributed as follows: (-1) General Fund, (-4) Special Revenue Federal Fund, (-1) Community Services.
An All Funds appropriation decrease of $50,000 (-0.4 percent), due to a reduction of $50,000 in the General Fund personal service appropriation (-2.5 percent) in the Administration and Grants Management Program. This decrease is partially due to the creation of a host agency relationship with the Department of Health (DOH) with DOH assuming all of the office’s human resource activities and is associated with the attrition of one position. However, the decrease in the General Fund personal services appropriation is too small to reflect the proposed 4 FTE reduction and there is no increase in the Special Revenue Federal appropriation to reflect the addition of 8 FTEs. Since the adjusted SFY2003-04 FTE level for the Special Federal Revenue fund was 4 positions fewer than was anticipated in SFY2003-04 it is possible that the current appropriation could support at least 4 more positions than it did in SFY2003-04. This issue should be clarified with State Office for Aging management.
The Aging Grants and Request Fiduciary appropriation for SFY2003-04 has been converted into a Special Revenue Other appropriation for SFY2004-05.
