State Racing & Wagering Board
The Executive Budget recommends (analysis as of January 29, 2004):
· An estimated FTE level of 133. This represents an increase of 13 FTEs all in the Regulation of Wagering Program. The Special Revenue – Other appropriation for this program is increased by $2.4 million, most of which is in the Regulation of Indian Gaming Account.
· An All Funds appropriation of $21,717,000, an increase of $2.2 million (11.3%).
· A $12,000,000 Special Revenue Fund appropriation in the Regulation of Racing Program, reflecting a net decrease of $200,000 or 1.6 percent from the current year funding level. According the Assembly Ways and Means analysis the reduction reflects unneeded appropriation authority related to payment of per diem costs for racing judges. The Special Revenue Fund appropriation is needed to support staff and costs associated with the processing of racing licenses; the review of financial statements submitted by regional OTBs; legal hearings to suspend or fine violators of racing regulations; seasonal employees at the thoroughbred and harness tracks; and the testing of race horses for prohibited drugs.
· An increase of $2.4 million in the Regulation of Wagering Program, including an increase of $2.2 million for the Regulation of Indian Gaming Program to support increased staff for on site monitoring and investigation of Indian casinos. An increase of $881,000 in personal service reflects the addition of 13 FTEs. According to the Assembly, the increase includes a dry appropriation of $1.8 million for the anticipated opening of new casinos located in Salamanca and in Erie County during SFY 2004-05.
