State Board of Elections

The Executive Budget recommends (analysis as of January 30,2004):

• A FTE level of 45 a 5 FTE increase from the SFY2003-04 FTE level. This represents 6 new FTE positions funded with federal money offset by 1 less FTE position funded with General Fund money which according to the Division of Budget will be lost through attrition.
• An All Funds appropriation of $23,770,000, a $20,315,000 (+588 percent) increase over the enacted SFY2003-04 All Funds appropriation.
• A new Special Revenue Fund-Federal appropriation of $20,000,000 in the Regulation of Elections program reflects reimbursement from the Federal government of expenses incurred by the State for work on the voter database and other costs associated with implementation of the Help America Vote Act of 2002 (HAVA).  This is the appropriation that will fund the 6 new FTE positions.
• A $309,000 increase in the non-personal service appropriation for the Regulation of Elections program which reflects, according to the Assembly Ways and Means Committee, a $180,000 increase related to routine agency printing of election forms and a $150,000 increase related to a 5 percent state match of salaries for federal HAVA funding offset by other non-personal services reductions.
• A $94,000 decrease in the personal services appropriation in the Regulation of Elections program. According to the Assembly Ways and Means Committee, this reflects a $55,000 decrease related to Office of General Services (OGS) host agency savings and a $39,000 decrease related to personal service adjustments.
