The Enacted Budget passed by the Legislature on May 1, 2003 made no changes to the Executive Budget.

The Executive Budget recommends (analysis as of February 7, 2003):

• A year end workforce of 31 FTEs, which reflects a 1 FTE decrease from the adjusted SFY 2002-03 FTE workforce. The adjusted FTE workforce for 3/31/03 is 6 FTEs lower than the 3/31/03 FTE workforce that was estimated in the SFY 2002-03 Executive Budget.  All 6 FTEs were eliminated from the Administration General Fund program. The FTE to be eliminated in SFY 2003-04 is also in the Administration General Fund program.
• An overall State Operations budget of $1,685,000, a $331,000 (16.4%) decrease from the enacted SFY 2002-3 State Operations Budget.
• A $253,000 decrease in the personal service appropriation for the Administration program reflecting the reduction of 7 FTEs in this program from the enacted SFY 2002-03 budget. Some of this reduction is associated with the Executive Budget’s proposal to transfer OPDV’s personnel and finance functions to the Division of Criminal Justice Services (DCJS).
• According to the Assembly Ways and Means Committee, the year-to-year change in overall State Operations spending consists of an increase of $8,000 for negotiated salary adjustments that is offset by savings totaling $339,000 from various personnel actions. The reduction in spending includes: $62,000 from the DCJS transfer of functions; $108,000 resulting from a hiring freeze imposed on two vacant executive level positions; $110,000 resulting from the shift of two positions to federal funds; and $59,000 associated in additional nonpersonal service cuts. 
• It should be noted that OPDV has funded 16 FTEs through Special Revenue Federal funds since SFY 2001-02, so the shift of two positions to federal funds must have been accompanied by the elimination of 2 FTEs supported by federal funds. Federal funds supporting 16 FTEs are not reflected in OPDV’s State Operations budget since the $100,000 Special Revenue Federal appropriation is insufficient to fund these positions. We assume these positions are funded with some Local Assistance funding. 
• OPDV’s Local Assistance funding is continued at the SFY 2002-03 appropriation of   $755,000.
