The Enacted Budget makes the following changes to the proposed Executive Budget (May 1, 2003):
The 30-day amendments to the Executive Budget recommend (analysis as of March 5, 2003):
· Adding $1 million to the nonpersonal services Special Revenue-Other appropriation in the Marketing Program’s Commerce Economic Development Assistance Account to reflect increased revenues from royalty agreements, advertising, marketing, and licensing.
The Executive Budget recommends (analysis as of February 7, 2003):
· An FTE level of 219 on 3/31/04, which represents a decrease of 12 FTEs from the Governor’s revised estimated 3/31/03 FTE level. This revised estimate is 14 FTEs lower than last year’s Executive Budget FTE estimate for 3/31/03.
· The proposed reduction in FTEs will impact General Fund supported items in the following program areas: Administration (-3), Economic Development (-7), and Advertising and Marketing (-2). The same program areas were reduced in the current fiscal year as follows: Administration (-2), Economic Development (-9), and Advertising and Marketing (-3).
· Increasing appropriations by $1.3 million. This increase is attributed to a $3.4 million maintenance undistributed appropriation in the Marketing program which helps offset the decreased appropriations in personal services in the following programs: Administration ($187,000), Economic Development ($709,000), and Advertising & Marketing ($157,000).
The decreased personal service appropriations appear to reflect the FTE decreases in each program from the estimated FTE level in the SFY 2002-03 Executive Budget. The Executive Budget does not state the purpose of the $3.4 million maintenance undistributed appropriation increase in the Marketing program.
