The enacted budget makes the following changes to the Executive Budget (analysis as of May 23, 2002):
· Adds a $17,379,000 maintenance undistributed appropriation to the Revenue and Information Management Program for services and expenses related to the tax amnesty program. It is unclear whether this funding will be used for additional positions.
The Executive Budget recommends (analysis as of January 24, 2002):
• An FTE level of 5,320, which represents no change from the Governor’s current estimated FTE level for 3/31/02. Last year’s Executive Budget (SFY 2001/02) estimated an additional 90 positions. Most of the positions were lost because they were either not filled as expected or were allowed to be lost via attrition. These losses occurred in the Audit program (-35 FTEs), the Revenue and Information Management program (-29 FTEs), and the Tax Compliance program (-15 FTEs).
• An additional $8.2 million (12.1 percent) in Internal Services funding for the Banking Services program. It is unclear what this increased appropriation will fund.
• An additional $11 million (46.3 percent) in nonpersonal services and $1.7 million in the Special Revenue – Other appropriation in the Revenue and Information Management program. The $11 million increase is earmarked for contractual services.
• An additional $3 million (11.2 percent) in nonpersonal services in the Revenue Support program, which is earmarked for contractual services.
• An additional $2 million (100 percent) in Special Revenue – Other funding in the Tax Compliance program. This will be for contractual services for the collection of outstanding tax liabilities.
