Division of Parole
The enacted budget (May 16, 2002) makes no changes to the Executive Budget.
The Executive Budget recommends (analysis as of February 7, 2002):
· A year end workforce of 2,335 FTEs, which represents a reduction of 57 FTEs, including 41 which will occur in during the current fiscal year (SFY2001-02). All 16 positions to be eliminated in SFY2002-03 are from the Parole Operations Program. The 41 positions eliminated in SFY2001-02 are also all from the Parole Operations program, 33 of these positions were funded with federal funds. The enacted federal budget for FFY2002 eliminated funding for the Violent Offender and Truth-in-Sentencing program that funded these positions.
· The abolition of parole for all convicted felons, according to the Budget Message. There is no Article VII legislation to implement this change; however, PEF anticipates legislation similar to last year which would maintain supervision of released inmates by parole officers.
· A $3,239 million decrease in the Special Revenue federal appropriation in the Parole Operations Program. This reflects the elimination of the $3.2 million Truth-in-Sentencing appropriation and a $39,000 decrease in the Anti-Drug Abuse appropriation. This cut has resulted in the loss of 29 parole operations positions, all of which occurred during SFY2001-02.
