The enacted budget (May 16, 2002) makes no changes to the Executive Budget. However, the Article VII “language” bill does create:
The Executive Budget recommends (analysis as of January 29, 2002):
· An FTE level of 245, which represents a decrease of 8 FTEs from the Governor’s revised estimated 3/31/02 FTE level. This revised estimate is 20 FTEs lower than last year’s Executive Budget FTE estimate for 3/31/02, because the Legislature did not fund the Executive proposal to add 20 positions to the Marketing Program for the Governor’s independent re-appropriation data review.
- The FTE reductions that are expected to occur this fiscal year are as follows: Administration program (-2), Economic Development Program (-5), and Marketing & Advertising Program (-1).
- Increasing DED’s overall General Fund appropriation by approximately $9 million. This increase is due to maintenance undistributed appropriations of $7.7 million in the Marketing Program (for services & expenses of “I Love NY” tourism marketing) and $1.5 million in the Economic Development Program (for services & expenses to promote international trade).
- A savings of $7.8 million related to a partial shift of tourism and business marketing programs to other available funds. This shift is not reflected in the State Operations portion of the budget, unless it is referring to the maintenance undistributed for “I Love NY” tourism marketing.
