The enacted budget (May 16, 2002) makes the following changes to the Executive Budget:

The Executive Budget recommends (analysis as of January 28, 2002):
- Domestic Incident Preparedness Account (+$6 million)
- Juvenile Justice Delinquency Prevention Formula Account (+$3.4 million).
- Federal Operating Grants Fund/Miscellaneous Discretionary Account (+$12.7 million). Funds from this account can be transferred to federal fund state operations or federal fund aid to localities. The Budget Appendix refers to Federal funds being used to provide needed equipment and training for local government response personnel. It is possible that this funding is part of the Justice Assistance funds provided in the Federal Emergency Supplemental Appropriation for homeland security. It is estimated that New York will receive $9.63 million from this federal appropriation.
- Elimination of $1.5 million for the Brady Discretionary Account.
- Elimination of $1.6 million for the DCJS Crime Control Plan Account.
