Division of State Police
The Executive budget recommends (analysis as of January 17, 2001):
An FTE level of 5,243 which represents an increase of 62 FTEs over the 3/31/01 estimate. The specific changes are as follows; (+3) Criminal Investigation Activities Special Revenue-Federal, (+42) Patrol Activities General Fund, (-29) Patrol Activities Special Revenue Funds-Federal, (+46) Technical Police Services General Fund. 30 new positions are associated with the new "Gun DNA" Ballistic Identification Data Bank.
The personal services appropriated amounts seem insufficient to absorb some of these changes. For instance a ten-percent increase would be expected to simply maintain given the negotiated increases yet the Technical Police program, which is supposed to be growing by 46 FTEs only increases 13 percent. The Executive Budget Appendix I, which accounts for the first two years of the contract, only shows an increase in personal services of $1.9 million. It is likely that these positions, if filled, will be done very late in the fiscal year.
An increase of $8 million in the Technical Police program nonpersonal services appropriation. No details are provided although some of this could be for the new wiretapping technologies that will allow law enforcement officials to access non-land line communications.
