The Executive Budget recommends (analysis as of January 19, 2000):

An ASAFL of 1,688 which, according to the Governor's Office of Employee Relations, will result in the attrition of 5 positions.
While the budget proposes an increase of $15.2 million, $10 million is for services and expenses related to the Heritage Trail in the Historic Preservation program. The remaining $5 million dollar increase is due primarily to significant increases in non-personal service.
Some of this expense is reflected in an addition of $830,000 for the operation of the newly acquired or expanded parks including the Nissequogue State Park on the grounds of the former Kings Park Psychiatric Center.
$625,000 of the proposed $1.5 million increase in personal service appropriation in the Parks Program is to ensure the recruitment and retention of entry-level seasonal staff for upstate parks. This is similar to a program enacted last year to address hiring difficulties at downstate parks.
The Capital Budget recommends an appropriation of $38.48 million, an increase of $6.4 million over last years capital program. $29 million of these capital projects will be funded through the State Parks Infrastructure Fund, $1.25 million of which is for new facilities. The remainder of the capital program is funded through the Environmental Protection Fund, Clean Water Clean Air Fund and federal funds.
