Revised Information (January 27, 2000):

The following FTE changes:

Reduction of (-5) due to transfer of the Administration of the Charter Schools to the SUNY.
Reduction of (-18) through an across the board ten (10) percent reduction. These will be from the Office of Professional Opportunity program.
Reduction of -(18) that will be transferred over to the Office for Technology.
Reduction of (-21) due to consolidation of administration of the Higher Education and Professions programs. This breaks down as follows: (5) through attrition, (13) to the Professions, (2) to Proprietary School Supervision and (1) to Teacher Certification.
Increase of (13) for the administration of the Professions program.
Increase of (1) for the administration of the teacher certification program.
Increase of (9) for the administration of the Proprietary Schools program.
Adds $3.2 million for participation in the statewide data consolidation project
Reduces $900,000 due to decreased contributions to the retirement system.

The Executive Budget recommends (analysis as of January 12, 2000):

An ASAFL of 2,931 which represents a decrease of (-39) positions. The information provided by GOER indicates and end of year FTE estimate of 3,143 which includes (-58) positions lost through attrition and (-465) transferred to the Council on the Arts.

Consolidating the Higher Education Program and the Office of the Professions into an Office of Higher Education and the Professions on October 1, 2000.
Eliminating the accreditation of college and university programs. This will be done by national or regional accreditation services.
An appropriation of $3 million of General Funds in the Elementary, Middle, Secondary and Continuing Education program.
That the Department be required to submit a staff deployment plan to streamline its remaining operations and reduce its General Fund staffing by 10 percent through attrition by March 31, 2001.
That the Department be limited to five percent of federal funds for administrative costs.
Redirecting administration of funding for Charter Schools to SUNY.
Major changes in the selection of members of the Board of Regents.
An increase of $3.3 million in nonpersonal services funding in the Office of Management Services program. The budget documents do not identify the purpose of this increase.
Reducing by $100,000 funding for the Office of Facility Planning. The Legislature added this funding last year in order to accommodate the additional services necessary to assist school districts in the major capital school-rebuilding program the Legislature began to implement.
