Summarized below are highlights of significant activities by the Office of Human Resources since our last report to you in October, 2000.
Personnel Changes
Accounting
No changes.
Civil Service Enforcement (Research)
The Secretary from Contract Administration was reassigned to Civil Service Enforcement.
Contract Administration
After a short child care leave, the Contract Administration Assistant resigned, effective August 22. A replacement was hired beginning July 16.
Divisions
The Information Assistant has been on child care leave since January 2. She plans to return part time in October. An agency temp has provided clerical help since April 12. The Divisions Clerk vacancy was posted as Divisions Information/Account Clerk on July 27.
Executive Offices
No changes.
Field Offices
Albany: The Organizer (Nurse) resigned in May. The vacancy was posted in April. The search continues.
New York City: Two Field Representative vacancies resulting from a resignation and a termination were posted March 19. One was filled April 9; the second vacancy remains.
Malone: The Secretary’s leave was covered by a part time agency temp.
Poughkeepsie: After posting the vacancy, a part time Secretary was appointed May 23.
Syracuse: The Secretary remains out of work; an agency temp is providing administrative support.
Health and Safety
Two Health and Safety Trainers have been reassigned to the Mobilization and Education Department.
The Clerk has been on leave since July 10. An agency temp has provided clerical support.
Legal
An Associate Counsel is on child care leave from March 2001 until February 2002. A temporary attorney is covering the absence. A Legal Secretary was on child care leave from March to July, returning part time until September. A temporary employee is providing administrative support.
Legislative
The Political Organizer/Lobbyist was on a three month child care leave beginning in January until April when she returned part time.
Membership Benefits
A Clerk-Typist was hired in September 2000.
Membership Information Systems
The new position of Programmer/Analyst was posted July 23; resumes are being reviewed.
Mobilization and Education
As a result of the budget passed by the Executive Board, two Trainers were reassigned from Health and Safety to the new Mobilization and Education department. The budget also created an Assistant Director position; Eric Miller was appointed to that position.
The Mobilization and Education Assistant is on leave. An agency temp has provided administrative support since July 27.
Office of the President
No changes.
Office of the Secretary/Treasurer
Temporary part time clerical help is providing administrative support during preparations for the convention.
Public Relations
A Reporter/Writer vacancy was posted on July 10; resumes are being reviewed.
Retirees
A part time temporary clerk is working for approximately 6 weeks to alleviate a backlog of data entry work.
United Steelworkers of America, Local 9265 (staff union)
PEF completed negotiations for a successor agreement with its staff union in December 2000.
PEF and USWA remain committed to the labor-management process. Four statewide meetings have been held since the last convention.
Health Benefits
The healthcare plan that covers PEF employees and their families has been administered by Blue Shield of Northeastern New York for four years. Cost-containment measures implemented during staff contract negotiations in 1996 had originally allowed the Plan to meet escalating health insurance costs in spite of declining PEF membership and revenue. However, the plan has experienced significant increases in claim costs in the last two years. PEF will continue to monitor benefits and costs in the interest of staff and membership.
